TRUCK ACCESS. HEARING BEFORE THE SUBCOMMITTEE ON SURFACE TRANSPORTATION OF THE COMMITTEE ON COMMERCE, SCIENCE, AND TRANSPORTATION, UNITED STATES SENATE, 100TH CONGRESS 2D SESSION
This hearing on truck access focuses on the issue of what constitutes reasonable access from the interstate highways and designated primary highways to terminals and facilities for food, fuel, repairs and rest by those twin trailers and tractor semitrailers presently allowed to operate on these highways. Currently, 14 states provide STAA (Surface Transportation Assistance Act of 1972)-approved vehicles with unrestricted access to their State and local roads. The remaining 36 States restrict access in some way, with industry figures showing that 17 States are the ones contributing significantly to this problem. The testimony of three panels of witnesses is presented. The first panel represents the trucking industry, the second represents the views of State and Federal highway transportation officials, and the third panel represents the shippers.
