RAILROAD SAFETY. HEARING BEFORE THE SUBCOMMITTEE ON TRANSPORTATION, TOURISM, AND HAZARDOUS MATERIALS OF THE COMMITTEE ON ENERGY AND COMMERCE, HOUSE OF REPRESENTATIVES, 100TH CONGRESS, 1ST SESSION

This hearing was devoted to a review of the Federal Railroad Administration's (FRA) rail safety responsibilities, during consideration for reauthorization of its activities under the Federal Railroad Safety Act of 1970. The principal function of FRA is to promote and enforce safe operation of the Nation's railroads. Armed with broad regulatory authority and the power to impose fines for safety violations, FRA has the potential to significantly enhance rail safety. This hearing examines whether or not FRA has actively exercised its powers to adequately protect rail employees and the public.
