FINAL REPORT--LIFE-CYCLE COSTING DEMONSTRATION PROJECT FOR TRANSIT COACHES

This report summarizes a transit equipment demonstration project designed to test whether life-cycle costing (LCC) can be used as a rational basis for selection of transit coaches. The project addressed procedures for capturing data and for performing analyses essential to the LCC process. The general finding is that the state of development of transit operating data bases is inadequate to support widespread use of life-cycle costing in the transit industry at this time. However, the LCC procedure does have merit as witnessed by the wide differences in operating cost and productivity of the two articulated coach test fleets. In addition, the LCC procedure was found to be effective when used to design and evaluate bids for domestically-manufactured conventional transit coaches.
