TRANSPORTATION PLANNING FOR CIVILIAN RADIOACTIVE WASTE
This is a review of the Office of Civillian Radioactive Waste Management's plans to develop a series of 10 new shipping casks to transport radioactive waste from nuclear generating plants to repositories. The program mission plan was examined as well as the transportation business plan in relation to the specific requirements of the Waste Act. The program milestone schedules were compared against actural completion dates, and other internal documents containing details on the transportation system were reviewed. The review found that the development of the full complement of casks at this time is premature and should be reevaluated in light of recent changes affecting the program. The development of 2 overweight truck casks and a rail/barge cask at an estimated cost of $45.3 million, calls for delay and further justification. Recommendations made to the Waste Management Office are presented.
