EQUITY AND EVALUATION IN TRANSPORT SCHEMES FOR THE DISADVANTAGED

Equity implications of decisions on transport provision for the disadvantaged are discussed and a framework for assessment is presented which clearly identifies the user groups of interests together with the costs and benefits of alternative action. Most of the data and case material are taken from the situation in London. London has a taxi scheme for applicants with a mobility allowance, dial-a-ride schemes adapted to carry wheel chair passengers and community transport schemes providing transport for groups rather than individuals of persons without disability and with some disability.
