DEREGULATION AND THE ECONOMIC ALLOCATION OF TRANSPORT RESOURCES

This study represents a quantification of the likely results of an allocation of transport services according to economic efficiency principles in South Africa. In such a transport scenario, users will choose transport modes on the basis of cost, and this study presents a method by which this modal choice can be simulated. The magnitude of the rail traffic losses will be estimated, as well as the financial impacts on rail and road haulers, and also the subsequent net benefit to the economy as a whole. Although an economic allocation of transport resources would involve both passenger and goods transport, this study includes the analysis of goods movements only.
