TRANSPORT POLICY: FACTS, FRAMEWORKS, ECONOMICS

Professional contributions to the formulation of transport policy should be based on up-to-date corporate data on land use, traffic generation and "modal split"; those form an essential base for engineering, economic and environmental assessments. The validity of the computed costs and benefits from investments in the hierarchies of transportation networks and transport systems will reflect the national relevance and quality of the data banks and the component items of procedures used in assessments. The use of "frameworks" in assessments is recommended for all forms of transportation network and transport system. Their composition should include environmental, social and other qualitative factors, as well as the results of traffic, construction and economic analyses. Their application to trunk roads in the United Kingdom is described. The use of financial incentives to improve the general image of public transport and to encourage a shift in modal split is discussed.
