THE NATURE OF TRANSPORT POLICY IN SOUTH AFRICA

A study to assist in the formulation of a new national transport policy for South Africa is currently being undertaken. It is essential that those persons carrying out the study as well as policy makers should have a knowledge of the environment within which transport policy is formulated, an understanding of exactly what policy consists of, an appreciation of the goals and objectives aimed at, an awareness of the issues involved and a familiarity with the policy making process. This paper addresses these facets of policy making within the southern Africa context and attempts to lay the groundwork on which a generally acceptable rational and efficient transport policy for South Africa can be formulated.
