POLICY ANALYSIS IMPLICATIONS OF FOUR COGENT TRANSPORTATION TOPICS. CONFERENCE: MANAGING URBAN TRANSPORTATION WITH LIMITED RESOURCES HELD IN CONJUNCTION WITH ASCE NATIONAL CONVENTION MAY 17-19, 1983, PHILADELPHIA, PA
Using a goal-group policy-analysis scheme and from his experience on Capitol Hill, the author documents his observations on the cogent transportation topics facing the United States in an era of energy and fiscal constraints. Deduced from these topics are policy-analysis implications for researchers, grouped into four areas. First, the future of the automobile is examined. Second, public transportation is looked at more critically than before. The complications start with questioning the real energy-saving potential of transit. Third, we look at the problem of transporting energy materials in the decades ahead when synthetic fuel is likely to become more important. Fourth and finally, deregulation laws on air, truck, rail, and bus--in spite of their desirable effects--place added strain on our transportation infra-structure because of their possible traffic-stimulation effect.
