OPERATOR RESPONSES TO AREA LORRY BANS: THE UNIT LOAD CONTRIBUTION

In the event of an area lorry ban being implemented, operators will need to adopt new distribution strategies. In particular, large vehicle users will have break bulk requirement. This paper develops earlier work which identified the potential of unit load systems in break bulk operations. The conclusion is that, for most operators, unit loads have cost advantages over other possible options following the introduction of an area lorry ban. As a consequence, there appears to been some overstatement of costs in the evaluation of past schemes. This may go some way to explain why there has been no major implementation of area lorry bans within UK towns and cities.
