A SUCCESSFUL TRAFFIC RELIEF PROGRAM
Details are given of the method employed and the results obtained in the evaluation of the effectiveness of phase 1 of Bostons Traffic Relief Program (TRP). The program was an interagency effort to provide increased enforcement of the city's traffic and parking regulations on congested roadways in downtown Boston. The objective of phase 1 was to reduce travel time along the 3 corridors. The study reported here evaluated the effectiveness of the program by collecting travel time data and traffic counts, recording parking violations, and analyzing the collected data. The results demonstrate that significant improvements were realized on a number of fronts. Travel times were decreased by 30%, and average speeds rose from 6-9 mph to 9-12 mph. Parking violations were reduced by 60% and significant improvements were achieved in reducing carbon monoxide concentrations along the arterials.
