METHODS AND DIFFICULTIES OF EVALUATING THE ENERGY CONSUMPTION OF URBAN TRAFFIC

A change in the organisation of urban traffic may lower oil-consumption in a short delay, but these reductions are rather minor. It is necessary to use sharp methods when assessing how much oil is saved through the various courses of action and changes in the traffic. The criteria and fields of evaluation are still often lacking in precision. The ranges of validity of the consumption--rating methods which have been developed in the world since 1959 is rather uncertain. Consumption measurements before and after implementing traffic changes requires a high accuracy in experiments. Strictly speaking one should often be satisfied today with defining the meaning either positive or negative of the variation in total energy consumption. It is then advisable to improve the methods of assessment and measurement and to fit them more closely to the different courses of action.
