THE FRAMEWORK - HOW SUITABLE FOR DECISION-MAKING?
The Department of Transport now recommends an assessment framework method for choosing routes, carriageway provision and junction type. This assessment framework contains and presents the results of all elements of the appraisal - traffic, economics, operational and environmental - information that is then used to make the decision. The paper identifies weaknesses within the present methodology, discusses how well the framework does this job, and makes suggestions for improvements. It concludes by discussing the problems of applying the framework methodology in an urban area. This paper is presented in an abstract form. For the covering abstract of the seminar see IRRD 288953.
