URBAN ROADS APPRAISAL: TRANSPORT PLANNING AND ASSESSMENT

This paper describes the transport planning and assessment components of the review of urban roads appraisal methods, undertaken for the Department of Transport by Halcrow Fox and Associates. The paper firstly describes the background to and objectives of the review. The scope of the review is described, followed by a brief description of the methodology used. The second part of the paper deals with transport planning; that is, the process of defining the general configuration and scale of the main road network in an urban area. A rigorous problem-orientated approach is described, whereby problems on the road system are objectively defined, followed by the development of solutions which directly address the problems. The approach is comprehensive and treats the relevant planning policies as an integral part of the process through the establishment of specific objectives for a series of transport issues. The third part of the paper considers the process of assessment. At the strategic level, for the ranking of schemes within an urban area, a system of weights will probably have to be used. At the route selection and scheme design stages, weights are considered too controversial and the choice process suggested involves screening out the poorer options and selecting the best through identifying the trade-offs in a series of pair-wise comparisons.
