NEW SOURCES OF FUNDING MOVE ONTO IOWA ROADS

This article describes Iowa legislature's RISE (Revitalize Iowa's Sound Economy) fund, the money from which assists in promoting economic development in Iowa through the construction of improved roadways. Funded by a $0.02 motor fuel tax, RISE receives about $32 million a year. The program helps maximize economic benefit, emphasize local involvement and initiative, and address situations requiring an immediate response and commitment of funds. Rise funds may cover anywhere from 20 to 80% of the total project costs, with local funding covering the balance. The local share comes from whatever source including private financing. Funds for local development projects may be in the form of a grant, a loan, or a combination of the two. Most RISE projects are constructed to provide access to a specific industry or industrial park. In Iowa, local governments have the ability to impose special levies or assessments for road construction. Another mechanism available to local goverments is the ability to establish a property tax increment financing district.
