WHY DON'T ALL STATES OUTLAW OPEN CONTAINERS?

This article describes how 13 states have neither open-container (prohibition of the possession of an open container of an alcoholic beverage in the passenger compartment of a motor car) nor anticonsumption laws. It is pointed out that the strongest legislative countermeasure to drinking while driving is a combination of the two types of laws - anticonsumption and open container. The current situation with such laws in several states (Texas, Florida, Maine, Louisiana) is examined. The need to pass open container laws in all states is emphasized.
