HOW FEDERAL GUIDELINES INCREASE LOCAL LIABILITY
The article describes how design guidelines are increasing local liability problems. Quotes are made from the 1970 AASHTO Geometric Design Guide for Local Roads and Streets, and a 1982 Federal register (Vol.47, No. 112). Comments are also made on the 1984 AASHTO green book - A Policy on Geometric Design of Highways and Streets. Comments on design standards made in the book, "Killer Roads from Crash to Verdict" are noted. Attention is directed towards the TRB (Transportation Research Board) Special Report 214.
