GENERALISED COSTS, AND THE ESTIMATION OF MOVEMENT COSTS AND BENEFITS IN TRANSPORT PLANNING
This paper describes procedures for:- (A) Estimating three kinds of generalised cost required for the prediction of travel patterns on networks and in evaluation; and (B) Evaluating the movement costs and benefits arising from investment in transportation networks or changes in their management policies. The evaluation methods described are for use where the basic land use pattern is constant between the transport alternatives examined but where the trip pattern and individual link or corridor loadings are likely to vary considerably. It is hoped that the procedures described here will make a useful contribution to the forecasting and evaluation aspects of urban, inter-urban and regional transport planning studies concerned with both public and private transport.
