This panel examined a number of viewpoints: first by determining the extent of cargo protectionism practices of U.S. trading partners; secondly, by identifying the magnitude of U.S. practices; thirdly by analyzing and pointing out the implications of the U.S. and Japanese practices; and finally, by analyzing world trends in maritime protectionism and making some observations about the situation in 1990. The following presentations were made: Shipping Protectionism in 1990; A Survey of Maritime Cargo Protectionism in U.S. Foreign Trade.
