THE IMPACTS OF DEREGULATION ON PASSENGER TRANSPORTATION IN SMALL TOWNS

A reexamination is attempted of the type of passenger service that can be provided to smaller communities with a focus not on propping up unprofitable operations, but on developing a broader systems approach to service provision. Such an approach would move beyond mode-specific considerations to approaches involving intermodal linkages. The article provides an assessment of the nature and level of impacts on air and bus service to small communities with respect to schedules, service levels and fares. It offers coordinated intermodal linkage as a means of responding to the deregulated environment in which small cities find themselves. References are drawn from available literature on a national scope, and the focus is directed toward the Midwest, specifically Iowa, a state noted for its rural character and small communities.
