TASAM - A MODEL OF EVALUATION

Tasam is a method which implies a cost-effectiveness analysis. This study intended to examine the applicability of Tasam. Three alternative proposals for building a bridge are evaluated. The different stages of traffic planning are discussed. Different methods of evaluation based on cost-benefit analysis are treated. In Tasam a hierarchical goal plan is formulated, where the goals of the lowest level are operational. All traits are scaled. The goals are weighted against each other and the end result is a number. The authors are skeptical about Tasam. This report is in two parts. /TRRL/
