EVALUATION OF TRAFFIC REPLANNING PROJECTS - THEORETICAL VIEWPOINTS

Traffic replanning schemes comprise alterations to existing traffic installations and their immediate environment, and also regulatory measures. In urban areas, conflicts arise between groups of road users, housing areas and shopping centres, and replanning schemes are a compromise. The public costs and advantages of urban traffic are largely intangibles, and this investigation endeavoured to determine these costs and advantages for alternative traffic replanning schemes. Cost benefit analysis must be modified; it is not obvious which are public costs and advantages, and target variables must be formulated. Target attainment can be determined by expressing in monetary terms the willingness of interest groups to avoid deterioration in conditions. Since however there are intangibles, and willingness to pay depends on income, this method is rejected. It is proposed that the effects of a scheme be set out in a social planning balance. Target attainment should be defined not only in absolute but also in relative terms, to be modified in view of rates of technical substitution and public willingness to pay. The interest groups affected by a replanning scheme are households, companies and society. Public targets are access to activities, prevention of accidents and environmental loss, minimisation of resource consumption. /TRRL/
