RAIL IMPLEMENTATION PLAN. VOLUME I. OPERATING DEPARTMENTS
The Rail Implementation Plan was developed to provide a format and control mechanism to guide the Southeastern Pennsylvania Transportation Authority's growth from an operator of only transit services to an operator of transit and commuter rail services during a period of legislative and judicial uncertainty with respect to the applicable Federal guidelines. It was intended to make the process of acquiring a whole "new business" an orderly and predictable process.
