ROAD TRANSPORT RESEARCH. TOLL FINANCING AND PRIVATE SECTOR INVOLVEMENT IN ROAD INFRASTRUCTURE DEVELOPMENT

Reported here is an OECD (Organization for Economic Cooperation and Development) assessment of the potential of toll financing for highway construction and operations in industrialized and developing countries with a special focus on private sector involvement through financial contributions to area wide road improvement funds. An introductory chapter presents some historical developments on toll roads as well as road construction issues and road financing currently faced by governments. Chapter II addresses the major road financing options and structures which could be utilized in toll schemes as well as the various institutional provisions available - public, private - the risks, and their allocation incurred for such financing systems, and other elements of the legal and/or contractual framework such as standards of design. Controls on pricing and conditions related to concessions are also considered. Chapter III provides some basic considerations on economic theory on toll roads. Chapter IV highlights the advantages of toll systems. Chapter V puts forward recommendations directed at governments who will consider tolling in the context of their financial policies to accelerate road programmes in accordance with considerations regarding road cost benefit analysis, and general economic and regional development.
