AASHTO GUIDELINES FOR VALUE ENGINEERING 1987
Guidelines are provided for states to voluntarily establish their own value engineering (VE) programs. These guidelines promote broad acceptance and use of VE, allowing maximum flexibility to each state. The elements of a successful program are identified. They are as follows: firm commitment by executuve management; support from all levels of management; policy directive as to what areas VE effort should be directed; VE training or program familiarity at every level of organization; a VE coordinator to administer and monitor program; VE accomplishment early in the planning-design process, on high cost project, by a multidisciplinary team; a Value Engineering Change Proposal (VECP) program to encourage contractors to develop VE proposals; expeditious evaluation of VE recommendations; use of VE techniques to improve productivity in other areas; monitoring and evaluation to assure program effectiveness.
