PROCEEDINGS OF THE NINTH INTERNATIONAL CONFERENCE ON ALCOHOL, DRUGS, AND TRAFFIC SAFETY, SAN JUAN, PUERTO RICO, NOVEMBER 13-18, 1983

The proceedings documented in this report are a compilation of papers presented at the 9th International Conference on Alcohol, Drugs, and Traffic Safety held November 13-18, 1983, in San Juan, Puerto Rico. The purpose of the Conference was to bring together the world's leading authorities in science and public policy as related to substance abuse and transportation. This report documents more than 170 papers from prestigious authors associated with many of the agencies and all of the disciplines devoted to curb the drinking driver. The authors represented 26 nationalities and all 6 continents. The program of the 9th Conference, in contrast with its predecessors, shifted from countermeasures to deterrences and other preventive measures. Leading researchers and movers in the complex field of alcohol, drugs, and traffic safety presented papers in the following areas of interest at the 9 Plenary Sessions: Legal and Scientific Principles in Evaluation; Human Factors--Medical and Psychological; Corrective Programs; Technology and New Testing Instruments; Deterrent Research and Social Policy; and Public Information and Education. The 9th Conference was judged to be a success. By the time the Conference closed, participants knew much more about substance abuses and traffic behavior, and about the men and women dealing with this significant social problem.
