DRIVING SPEEDS IN RESIDENTIAL AREAS

The speeds of vehicles were studied in 23 residential areas, in jyvaskyla, Finland, where the spot speeds were measured with radar equipment for 170 hours in four periods and about 10000 observations were made. The aim was to determine driving speeds to help in the decision making process on speed-reducing initiatives. It was found that environmental factors seem to have little effect on driving speed below the level of 50 km per hour. This is confirmed by the fact that one rainy day in the period of observations did not affect the speeds. On the other hand the factors of visibility vary crosswise: correlation between the breadth of the street and the optical breadth is only 0.23. Not very significant correlation was obtained in regression analyses between the average speed and the factors attached to the area or the street. The highest correlation was obtained for factors indirectly describing the area: the volume of traffic, number of dwellings or inhabitants. At the highest the degree of explanation (r2) is 80% and normally about 50%. According to the results gained, the 40 km per hour speed limit can be recommended at least in the access streets of residential areas. (TRRL)
