THE EFFECT OF INFLATION ON THE PROVISION OF NATIONAL ROADS. ANNUAL TRANSPORTATION CONVENTION HELD AT CSIR CONFERENCE CENTRE, MEIRING NAUDE ROAD, PRETORIA, REPUBLIC OF SOUTH AFRICA, 4-7 AUGUST 1986

The high inflation rate experienced over the last 10 years has reduced the real income of the National Road Fund (NRF) by 40%. The results of this are that the National Transport Commission abandoned its high standard national road network for a lower standard single carriageway network, it withdrew its support for the financing of special roads and introduced toll roads. A recent increase in the fuel levy has alleviated the situation. Future projections based on an expected scenario show that a fuel levy increase might again be necessary in 1990. To overcome the problem of inflation one possible solution suggested is to compensate the NRF through the contract price adjustment formula as is done on civil engineering projects.
