TRANSPORT FOR DISABLED PEOPLE. INTERNATIONAL COORDINATION AND STANDARDIZATION OF MEASURES AND POLICIES TO PROMOTE MOBILITY

This, the second report of the Working Group on Transport for the Disabled, renewed the results of a questionnaire sent to member states. This questionnaire reported the provision made by each country for disabled people on long distance transport services. Measures taken to aid this provision were also monitored. These were: concessions and tariffs for rail travel, standardization of distress signals for disabled drivers, harmonization or mutual recognition of legal requirements such as seat belt exemptions, standardization of wheel chair anchoring methods and reciprocal parking arrangements. Information on systems used to monitor such measures was also recorded, as were existing or proposed national guidelines and standards on transport which affected disabled people. A justification for and possible ways of identifying and measuring cross sectional benefits arising from the provision of accessible transport was also given.
