A REVIEW OF DRIVER TESTING

The review considers the the scope for improvement in the driving test system. The conclusions drawn are as follows: a) the major shortcomings of the current system (long waiting times and poor booking service) can and are being dealt with within the current organization - a strategy for more rapid improvement is proposed; b) the driver testing system has a positive role to play in encouraging high standards of driving instruction. Instructors should be monitored through their pupils' test results and candidates encouraged not to come for test until they are fully ready; c) a closer link between the driver testing and driver licencing systems could allow simpler procedures to be introduced for issuing full licences to successful candidates; d) whilst it might be possible to set up a private sector testing system which would maintain acceptable standards of safety, public confidence and convenience to candidates, a reasonable level could be achieved more quickly and at less cost by tackling the shortcomings of the current system.
