FEASIBILITY OF USING INTERSTATE HIGHWAY RIGHT-OF-WAY TO OBTAIN A MORE SURVIVABLE FIBER-OPTICS NETWORK
This is the report of an analysis of the legal, institutional, and economic feasibility of a possible solution for hardening the nation's fiber-optics communications "backbone" at no cost to the government. The proposed solution would exchange access to Interstate highway right-of-way, which telecommunications companies are currently prohibited from using but which is quite attractive to them from the perspective of installation cost savings, for the hardening of fiber-optics systems using such right-of-way. The various chapters of the book cover the background and study objectives, the framework for analysis, the concerns of highway officials, the establishment of right-of-way continuity, authority to require NSEP enhancements, estimated costs of installing fiber-optics systems on interstate and alternative types of right-of-way, market value of interstate highway right-of-way, and the findings of the study.
