The construction of conventional bridges and culverts which create low or zero upstream afflux at the design discharge is costly. The cost is decreased as higher afflux is allowed. Both cost and afflux may be reduced by incorporating a large degree of streamlining into the shaping of the waterway into and out of the structure. Minimum energy design is a procedure for proportioning and shaping streamlined waterways. They have been proved to be practical in providing cheaper bridges and culverts which operate at low afflux if necessary, but cost is increased as any limitation on afflux is decreased. (Author/TRRL)
