CONTRACTING AND MANAGING COMPUTER-BASED SYSTEMS PROJECTS
Over time, computer-based systems will become strategically essential in many areas of transportation management. However, few transportation authorities are adequately prepared to effectively manage the acquisition, implementation, and ongoing support of such systems. Many organizations have not made full use of the technology or have become victims of unscrupulous vendors. Success depends on the internal problem-solving, experience, and management capabilities of the system purchaser. This article discusses buyer versus vendor interests, and points out ways towards a better understanding of them. It is noted that success can only be assured with a sound contract package. Areas of importance that must be covered in such a contract are noted. The importance is emphasized of the internal management capabilities of the system purchaser. Several specific management issues that must be considered are discussed.
