Marginal and naturally occurring materials offer the opportunity for optimisation in flexible pavement construction. This can be understood as a trade-off between costs and reliability in performance. There is a lack of documented knowledge on how to select a paving material for a particular purpose from a range of options which include the readily available local material. An attempt is made to present a conceptual approach to the selection process. Success in the use of naturally occurring materials is closely tied to the success of measures taken to reduce variability and ways to approach this are dealt with in the paper. Quality attainment and control are paramount and quality assurance procedures and statistical control methods are recommended. There is a need for strategy development and guidelines and the development of pavement management systems will assist. (TRRL/Author)
