WORKING PRACTICES IN THE BRITISH BUS INDUSTRY AND THEIR IMPLICATIONS FOR OPERATING COSTS. RESEARCH REPORT

Labour costs form about 70% of current expenditure in the large public sector bus companies which provide the great majority of local bus services in Great Britain. This report reviews the range of working arrangements in force in bus industry in 1983/84 and examines the relationship between these and costs. A comparison between public and private sector bus operators showed there was a wider and more formalised range of working arrangements in the public sector, which seemed to incur costs that were 10-15% higher than in the private sector. This appears to be due to a combination of overtime and premium payments associated with working practices. (TRRL)
