DESIGN-VEHICLES, A HINDRANCE TO DEVELOPMENT OR A POLICY-INSTRUMENT?

This paper deals with the function of design-profiles. The author distinguishes between individual needs and the needs of the community as a whole. To prevent discrepancies between reality and standards which tend to be "old-fashioned" a so-called "moving standard" is promoted. By using this moving standard trends and developments in policy can be taken into account. In addition, to achieve a socially acceptable situation the "steering standard" is defined.
