TIEING PUBLIC/PRIVATE PARTNERSHIPS TO A REGIONAL FRAMEWORK

Transportation issues in the metropolitan Washington area relate directly to urban development and highway finance. There are many examples: the Capital Beltway; Tysons Corner in Fairfax County, Virginia; Montgomery County, Maryland's Adequate Public Facilities Ordinance which has the means to influence the staging of land development; and the Anne Arundel County (Maryland) Council recent imposition of impact fees for new houses and other construction to raise money to pay for the roads and schools that development demands. Given the inherent logic of public and private sector teamwork, which combines the legal authority and borrowing capabilities of governments with the financial resources and entrepreneurial approach of private interests, and given the metropolitan dimensions of these interests, there is a need to look more closely at the institutional framework and mechanism for public/private partnerships, to ensure the equitable sharing of costs and benefits among all parties. There is not enough coming together of public and private interests at a regional level to address the broader transportation and economic issues that tend to be ignored in individual negotiations. In the metropolitan Washington area, the Council of Governments (COG) plans to address these issues through its Metropolitan Development Policy Committee, which has both public and private sector members, and through increased involvement and cooperation with the Greater Washington Board of Trade and other regional private sector interest groups.
