CHICAGO AREA FREEWAY TRAFFIC MANAGEMENT PROGRAM. 1987 TRANSPORTATION ACHIEVEMENT AWARD

The article describes the model freeway traffic management program operated by the Illinois Department of Transportation (IDOT)in the Chicago area. The program consists of 3 major parts: Traffic Systems Center; Communications Center; and the Emergency Traffic Patrol. Each of these major areas is described in this article. The highlights and innovations of the Traffic Systems Center include the expressway surveillance, ramp control, traffic reports, changeable message signing, and surveillance duct network. The IDOT Communications Center operates several mobile radio frequencies from a IDOT headquaters. Expressway flow operational problems identified through the electronic system or reported through any other sources are responded to by a fleet of IDOT Emergency Traffic Patrol trucks. This case study demonstrates the success of this program which helps maintain urban area mobility, and promotes motorist safety in an area where expressway traffic is now peaking aboves 300,000 vehicles per day in some sections.
