HIGHWAY SAFETY ON THE GREAT PLAINS

This article describes and gives examples of broad ranging state and local council programs in the Great Plains. It describes the Saskatchewan Highway Safety Council and its emphasis on enforcement, education, and engineering. It led the effort to develop and finance high school driver education programs. It also pioneered instructor training programs. Non-traffic areas such as farm traffic safety was also added to its sphere of interest. Traffic safety education for children, winter survival courses, and bus driver certification courses are among other efforts in Saskatchewan. Safety related activities of the North Dakota Safety Council Incorporated are described. Of a number of safety education programs, the school bus driver education course is notable. Its railroad-highway grade crossing efforts, and its program to urge well-organized alcohol-free graduation parties are also noted. One of the South Dakota Safety Council's major programs is its continuing alcohol education course for first-offender DWI violators. It also coordinates efforts to encourage seat belt use, encourages bicycle safety, and attempts to improve grade crossing safety. Outstanding safety efforts are also reported of the following councils: Omaha Safety Council Incorporated; Safety Council of Nebraska; Tulsa Area Safety Council; Safety Council of Fort Worth and Tarrant County; and the Texas Safety Association.
