A MAJOR MAINTENANCE CONTRACT INVOLVING BOTH WINTER WORKING AND THE "LANE-RENTAL" PENALTY/BONUS SYSTEM, SOME EXPERIENCES
The paper examines some of the lessons to be drawn from recently completed major strengthening works on a motorway. The contract was carried out in the late autumn/winter to minimise disruption to both the travelling public and a service area operator. The contract was selected as a trial "lane-rental" site although at the then current stage of development of this concept, it could more correctly be described as a "bonus/penalty" job with some modified conditions of contract being written into the contract. The paper examines experience gained on this site in using this concept. The winter working requirement highlighted the problems of working to the current Department of Transport specification and the paper examines modified specification clauses which were intended to ensure that the works could not only be built in winter, but hopefully built sussessfully.
