ELECTRONIC ROAD PRICING IN HONG KONG. 1. A FAIR WAY TO GO?

This article opens a series reporting different facets of the work carried out in Hong Kong. This first article describes briefly the intense pressures on the transport network that arise in Hong Kong from the collision of Hong Kong's rapidly growing economy and geography. Also described are the effects of the most recent fiscal measures that have been taken to curb rising car ownership, together with the design of practical direct road-pricing schemes aimed at bringing the demand for road space into balance with the supply available by the time of day, and area by area. The extra efficiency of direct road pricing allows more families to own and use cars and is expected to avoid the need for further real increases in the average cost of motoring into the early 1990s despite very significant traffic growth.
