A LOCATIONALLY-REFERENCED HIGHWAY MANAGEMENT INFORMATION SYSTEM: THE CHIPS DATABASE IN SCOTLAND

This paper attempts to provide a view of what can be achieved using the latest information technology in the context of managing a national highway network. Though the system described, the Computerised Highway Information and Planning System (CHIPS), pertains to the management of the Scottish national network, the underlying concepts and the hardware/software architecture could be adopted for systems of similarly locationally referenced management information. The background to the setting up of the CHIPS system is described and the hierarchical structure of the CHIPS database is shown diagramatically. A description of each of the 7 sub-systems within CHIPS is given together with an outline of how they operate. They are as follows: Computerised Traffic Analysis Subsystem (CTASS); Computerised Accident Analysis Subsystem (CAASS); Computerised Maintenance Management Subsystem (CMMSS); Computerised Materials Analysis Subsystem (CMASS); Computerised Inventory Analysis Subsystem (CIASS); Computerised Bridge Analysis Subsystem (CBASS); and Computerised Scheme Analysis Subsystem (CSASS). Examples of output information from these systems are given. It is concluded that by giving immediate access to accurate up-to-date information users are enabled to examine feasible options quickly and this provides for development of cost-effective solutions in all aspects of road management.
