ALTAMONTE SPRINGS SAVES $3 MILLION IN REHAB COSTS

A figure is used to illustrate the fact that rapid deterioration and increase in restoration costs occur when the pavement condition is allowed to decline beyond the "good" point to "fair". Up to this point of the transition, the pavement condition can be restored to "very good condition" by resurfacing. The Altamonte Springs Department of Public Works has established a 7-year accelerated program to bring deteriorating streets up to very good condition through resurfacing before they decline beyond the salvage point. After the initial 7-year phase, the budget for routine resurfacing will be reduced to a level which will provide for resurfacing streets when they have reached 75% of their useful life. The surplus funds resulting from the reduced 7-year program will then be appropriated for reconstruction of more severely deteriorated streets. It is noted that there is an improvement in condition of Altamonte Springs streets from 1979 through 1985. The City has resurfaced more than 100,000 linear feet of streets during this 6-year period. By implementing a timely resurfacing program, the City has saved $3 million in reconstruction costs.
