CONTROLLING TRAFFIC NOISE (PAPER D5)
Experiment has shown that the most practical units available for measuring noise are the db(a) for assessing the loudness of vehicles noises and the 18 hour L10 for assessing the spread of traffic noise annoyance. Statutory measures to limit vehicle loudness are contained in the motor vehicles (construction and use) regulations. Statutory powers to limit the noise from new works and to compensate where it becomes excessive are being sought. Two measures, relevant to traffic noise, are proposed: 1) a right to sound insulation grant for dwellings where a specified level is exceeded, and 2) a right to compensation for injurious affection where loss of value can be demonstrated. Attention is drawn to the fact that in planning against noise it is important that the planning goal should be for residential levels about 10 db(a) below the specified level for insulation grant. The department of the environment has issued guidance meeting most common situations. For difficult situations the help of an acoustics consultant should be sought.
