PLANNING FOR INFRASTRUCTURE: A HANDBOOK FOR STATE AND LOCAL OFFICIALS

This report has been prepared to aid state and local officials interested in analyzing infrastructure needs within their communities. It addresses conceptual, methodological and procedural issues that must be confronted in any analysis of infrastructure. A range of approaches is suggested which might be taken within jurisdictions interested in doing this kind of infrastructure plan. What can and what should be done in each setting will depend on a number of factors. Among these are the status of existing information systems, the time and resources available for the study effort, the political and legal context, and initial perceptions regarding the nature and severity of the problem. This report dicusses each of the following eight tasks: (1) Determine scope of analysis--at the outset, a decision should be made regarding geographic area, types of infrastructure, time frame and participants in the process; (2) Inventory existing facilities; (3) Assess condition of existing facilities; (4) Identify past trends in condition, service level, expenditures and factors responsible for trends; (5) Forecast future patterns of development; (6) Estimate capital investment needs--include rehabilitation, reconstruction and new facilities to accommodate growth; (7) Identify levels of revenue likely to be available if current policies continue; and (8) Consider ways of dealing with the possible imbalance between investment needs and projected revenues.
