ADDITIONAL ISSUES NEED RESOLUTION, FHWA CONCLUDES IN NEW LCV REPORT
The American Trucking Association notes that a report to Congress from the Federal Highway Administration on longer combination vehicles clears the way for a regional demonstration project on interstate highways to prove the productivity of LCVs. LCVs include 3 classes of tractor-trailer: Rocky Mountain doubles; turnkpike doubles; and triples. The Federal Highway Administration points out that the results of studies should help answer questions concerning whether federal weight limits can be raised without increasing the subsidies of heavy vehicles found in the 1982 Highway Cost Allocation Study. Two critical questions that must be answered are: (1) do LCVs damage the highways? and (2) what is their impact on safety? Unresolved issues that remain to be worked out are listed. Forseen enforcement problems are discussed, as well as controls such as special permits.
