FACTORS IN THE PRELIMINARY ASSESSMENT OF ALTERNATIVE RURAL HIGHWAY SCHEMES

Within the constraints imposed and design speed alignment criteria a number of alternative routes can usually be determined within a highway corridor. It is normal practice in a feasibility study to fully evaluate these alternatives in order to define the best route to carry forward to detailed design. If a large number of alternatives exist considerable time and expense may be expended in carrying out topographic and geotechnical surveys, and in traffic and cost modelling. This paper outlines a methodology for a systematic first stage assessment of alternative routes and defines the assessment criteria whereby a large number of alternatives can be quickly compared, from many aspects, and the least viable routes recognised and discarded from further study. A concentrated, but reduced, effort can then be made on fully evaluating the remaining limited number of alternative routes with a consequent reduction in the amount of necessary fieldwork.
