DESIGN HOURLY VOLUME FROM ROAD USERS' PERSPECTIVE
This study reexamines the traditional 30th highest hourly approach from the road users' perspective. The study investigated the effect of road use type on the DHV (design hourly volume) considerations, and suggests a range of highest hourly volumes suitable for design purpose from the point of view of the total number of users experiencing traffic congestion rather than a number of hours of facility congestion, such as the 30th highest hour approach permitting a total of 30 hours of facility congestion for all types of road users. The main conclusions of this study are listed, and the opinion is expressed that the analysis makes a contribution towards clarifying and further understanding DHV considerations.
