THE EFFECTS OF THE TOTAL RENEWAL OF FINNISH ROAD TRAFFIC LAW ON ROAD USER BEHAVIOUR AND TRAFFIC FLOW

This study was part of an extensive research project dealing with the effects of the total renewal of Finnish road traffic law. The field studies were made in 1980 and 1981 before the law renewal, and in 1982 and 1983 after the law renewal, which came into force on April 1st, 1982. Field observations were made at six urban junctions and three rural highway sections. Changes in behaviour were observed only in regard to such rule changes that were simple, directly indicating correct behaviour and easy to enforce. Examples of such regulations are the rule changes dealing with overtaking left-turning vehicles from the right and the use of running lights in the daytime throughout the year. A positive change in road user behaviour was found also where overtaking cars had stopped in front of a pedestrian crossing. After the law renewal the number of car drivers stopping in these situations was much higher than before. (TRRL)
