PATTERNS OF COUNTY ROAD FINANCING: A CASE STUDY OF COUNTIES IN TEXAS
This article summarizes the results of a study assessing the ability of Texas counties to finance their road spending requirements. The study examines ways to measure county financing needs, recent patterns in road expenditures, and the potential contribution of a number of revenue sources. In the course of this study, a large data base on expenditures, revenues and other characteristics for all 254 counties in Texas was developed, based on annual reports submitted to the Texas State Department of Highways and Public Transportation (SDHPT), as well as other published sources.
